India is a vast diversified country and no one solution can be applicable therefore a complicated constitution makes way for more confusion and kiosk. A simplified constitution with more powers to the states is what we should look at. The country must be governed based on the thoughts of our 5 forefathers Ambedkar, Mahatma Gandhi, Veer Savarkar, Vivekananda, and C. Shivaji Maharaj.

  • Ambedkar’s principles of equality, liberty, democratic socialism, and constitutionalism.
  • Gandhian philosophy was Truth, nonviolence, and Sarvodaya
  • Veer Savarkar’s views on Caste discrimination, anti-conversion, Bharat civilization and education.
  • Vivekananda’s spiritual integration, universal brotherhood, human development, and taking pride in India’s culture and religious heritage.
  • C. Shivaji Maharaj’s work on defence infrastructure, finance management, and rules-based administration.

Currently there are many ministries and some ministries are just for public opinion and political posturing. If we want to better governance then there should be more ministers of the states than Cabinet Ministers. The new Cabinet Ministers should look professional, hard working and with diligent. Each of these ministries and their secretary should work in a same model as any corporate houses.

Super Ministries above mini ministries

A structure of government ministries organized as a super-ministry system is required. This system is designed to integrate functions and departments with similar or identical roles into larger, more comprehensive departments. The goal is to achieve function unity, department specialty, structure stability, separation of decision and execution, and high operation efficiency. Here’s a brief overview of the super-ministry system based on the structure you’ve provided:

  1. Ministry of Home Affairs: Focuses on internal security, including police reforms, minority affairs, tribal affairs, and disaster management.
  2. Ministry of Foreign Affairs: Handles international relations, overseas Indian affairs, and international trade.
  3. Ministry of Finance: Manages the country’s finances, corporate affairs, and pensions.
  4. Ministry of Transport: Oversees transportation infrastructure like roads, railways, shipping, waterways, and civil aviation.
  5. Ministry of Defense: Responsible for national defense, veteran affairs, cyber security, atomic energy, and space security.
  6. Ministry of Health: Takes care of public health, sanitation, traditional medicine (AYUSH), and chemicals & fertilizers.
  7. Ministry of Education & Employment: Deals with labor employment, skills development, education, and entrepreneurship.
  8. Ministry of Food: Manages agriculture, farmers’ welfare, food processing, fisheries, animal husbandry, food regulation, and safety.
  9. Ministry of Infrastructure & Planning: Focuses on rural and urban development, energy, and smart cities.
  10. Ministry of Youth Affairs & Culture: Encourages sports, supports individuals with disabilities, promotes tourism, and preserves heritage and culture.
  11. Ministry of Public Services: Ensures consumer affairs, public distribution, and information & broadcasting.
  12. Ministry of Innovation: Drives innovation in electronics & IT, science & technology, drones & robotics, and artificial intelligence.
  13. Ministry of Women, Child & Family: Dedicated to family welfare, support for disabilities, transgender issues, and women & child development.
  14. Ministry of Natural Resources: Manages natural resources, including river rejuvenation, minerals, rare earths, petroleum, and natural gas.
  15. Ministry of Justice: Upholds law & judiciary, democratic institutions, public grievances, and social justice.
  16. Ministry of Environment: Protects the environment, focusing on climate change and forest conservation.
  17. Ministry of Commerce & Industry: Promotes commerce and industry, including MSMEs, heavy industries, textiles, co-operative societies and self-reliant initiatives (Atma Nirbhar Bharat).

This structure aims to streamline government operations and improve efficiency by consolidating related functions under broader ministries

Bring Experience and Competition

Total Cabinet Ministers can be just 17, but the number of Ministers of State will be more than 62. This will provide more opportunities to the younger MPs and the quite tough competition between the Cabinet Ministers to perform. It will really be Survival of the fittest.

Extreme Minority Religions

Ministry of Minority Affairs should be merged with Home Affairs and Extreme Minorities Ministers needs to be appointed so that other religions like Parsis, Jains, Christians would be able to take center stage in politics.

Cyber Security & Data Protection

National Policy on Cyber Security should propose a Legal framework so that a department is created under the Ministry of Defense. It should not be under Ministry of Electronics and Information Technology. The new-world war games will be through internet and not nuclear bombs. If not defended, India could end up losing historical data, population information, malfunction electricity grids or gas grids or even a breakdown of overly filled dam by an enemy. This enemy need not be our neighbor can be a country far away or a corporate giant. This is would cause us not just financially but there could be mass causalities. Therefore it has to be under MOD or directly under PMO.

Data Protection however serious and important can by under the Ministry of Electronics and Information Technology. Digital transactions will replace the actual cash very soon by 95%. Crypto Currencies though transacted digitally should be regulated under Reserve Bank of India.

Artificial Intelligence

Its high time that we have strong AI policy in place to benefit from AI revolution with innovations to prepare India’s job and skill markets for AI-based future. We need this for our national security, healthcare and agriculture.

** Project Laughing Buddha ** crs @brijbhasin

A nationwide effort to create India’s version of truly Open Protocols based Foundational Models with an explicitly stated goal towards Artificial General Intelligence, which could perhaps be through a combination of hundreds of Foundational Models, instead of one large one.

  • The project code, weights & temperatures of FMs are in the public domain, and ownership
  • Team of 1000 of India’s top AI Researchers, Data Scientists, ML Engineers, and RLHF Engineers organized through best Open Source practices
  • Decentralised GPU compute donated through millions of idle devices by Indian citizens aggregated through nodes akin to the SETI Project
  • Datasets for training that are donated by leading Startups, Citizen Groups, Open Govt Data, and Citizens

If it is successful, we could perhaps protect our Data and AI Sovereignty and provide the foundations necessary for 100K Startups to build and scale on top, without being subservient to other organizations or countries.

Robotics University

A high-tech university under Central Government located at an isolated place for security reasons. Not just to build the robotic technology but AI intelligence and Drones. This university could be partnered with Indian owned Private company. The Patents and Copyrights should take precedence to compete around the world.

Drone Technology

Drone Technology will help us in disaster management, Agricultural monitoring, Thermal infrared power line surveys, Law enforcement, Telecommunication, Television news coverage, Freight transport and in future as public transport too.

Interplanetary Movement and Communication We should be naïve enough to think that there would never be a time when this Earth would be unhabitable or an emergency of sort would arise when we might need to move to another planet or create a habitable environment on some other planet. We also should not be naïve enough to believe that richer and developed countries have not thought about this and do not have any plans to work on the solutions. There can be a asteroid hit or planet / star hitting the planet or even a man-made disaster like a super-nuclear explosion. In such a case, don’t we need to explore the possibility where other countries would take all their citizens and we would have to choose from our 1.4 Billion population? We need to invest atleast on a back-up plan is any such need arise.
